HRS Husholdning AS er et 100 % eid datterselskap til Hålogaland Ressursselskap IKS som er et interkommunalt selskap. Selskapet ble etablert i 1990 og eies i dag av 8 kommuner i nordre Nordland og søndre Troms; Harstad, Narvik, Gratangen, Lavangen, Ibestad, Evenes, Tjeldsund og Kvæfjord. HRS har i dag innsamling av husholdningsavfall med flerbeholder system. I deler av HRS sitt virkeområde vil det bli etablert flere fellesløsninger. I nye boligprosjekt vil de kunne velge mellom delvis- eller helt nedgravd løsning. Det er om lag 29 000 husholdnings abonnement i regionen og av disse er ca. 70 % i bykommunene. Av de rundt 21 000 abonnentene i bykommunene har ca. 60 % egne beholder.
