Complaints regarding the procurement procedure may be brought before the Norwegian Complaints Board for Public Procurement (KOFA) or the ordinary courts. As a main rule, a complaint to KOFA must be submitted within six months after the contract has been signed, and no later than two years in cases concerning alleged illegal direct awards. The standstill period before contract signing is 11 days from notification of the award decision
